SILT, Colorado — At the end of the day — or recall election, in this case — it was Dave Moore who retained his position as mayor and Tod Tibbetts who lost his as mayor pro tem.
Tibbetts spearheaded the recall effort of Moore, who retained his position by 71 votes in the April 1 election. Tibbetts, on the other hand, was not re-appointed by his fellow board members as mayor pro tem at the regular meeting on April 14, a position he has held for two four-year terms. He does remain as a town trustee.
Trustee Meredith Robinson was appointed to the position of mayor pro tem.
“Tod Tibbetts nominated himself (for mayor pro tem), but the vote was unanimous for Meredith Robinson,” said Town Clerk Sheila McIntyre.
Tibbetts had said the recall was prompted by his belief that Moore had violated local ordinances, state statutes and codes of conduct.
Moore asked the board to approve reimbursement for the money he spent campaigning in response to the recall election, saying he spent $2,069 for such things as attorney fees, wine at committee meetings, postage, envelopes, ink, labels and paper.
“If an elected official survives the recall, (Colorado state law) says that they may be reimbursed for that,” Moore said. “If a person is the subject of a recall, they should be reimbursed for something they had nothing to do with.”
Moore said he paid for the campaign expenses out of pocket and did not accept donations.
He also requested that Tibbetts recuse himself from voting on the reimbursement since he had been the chairman of the recall committee.
The matter has been forwarded to the town’s attorney.
