GLENWOOD SPRINGS, Colorado - It may be one of the most controversial issues the state's oil and gas industry has ever faced.
And there is just a little more time to put your own two cents into the debate.
Thursday is the final day for the public to submit written comments to the Colorado Oil and Gas Conservation Commission (COGCC) about draft rules it is currently proposing for the state's energy industry.
"It is extremely important for all those residents of Garfield County to have their voices heard," said Frank Smith, oil shale policy activist and Grand Valley Citizens Alliance organizer for the Western Colorado Congress.
Smith also encouraged residents who want to share their concerns about the proposed oil and gas rules to go to a public comment hearing, which will be held June 10 at the Two Rivers Convention Center, 159 Main St. in Grand Junction. Another public comment hearing meeting in Denver will be held during the week of June 23, according to the COGCC.
Residents interested in submitting comments can do it online at http://oil-gas.state.co.us/RuleMaking/DraftComments/Comment.cfm. Residents may also mail comments - which should be marked as rule-making comments on the envelope - to the COGCC, 1120 Lincoln St., Suite 801, Denver, CO 80203. All mailed comments should be post-marked by May 29.
"The COGCC has gone to great lengths to include public comments in the rule-making process," said Deb Frazier, a spokeswoman for the Colorado Department of Natural Resources, which oversees the COGCC. "The comments from the public and other parties are very important to drafting the best rules possible for guiding energy development in Colorado in the years ahead."
The state is drafting new rules for the state's oil and gas industry because of legislation passed by the state Legislature, which required that the COGCC expand its focus to consider public health and wildlife impacts, and require the use of best management practices to minimize harm from oil and gas development.
Industry groups have also criticized the rule-making process as moving too fast, with little time for full consideration of the rules impacts.
COGCC commissioners are expected to adopt the rules in mid-August.
