Garfield County takes over the senior transportation program

Great news! As of July 1, Garfield County has officially taken over the senior nutrition and transportation programs.

Colorado Mountain College (CMC) had administered the senior programs - which consist of senior nutrition, RSVP senior volunteers and the Traveler transportation service - for more than 20 years. However, CMC didn't have the resources to run these programs that a city or county might have. CMC announced in June 2007 its plans to cease its sponsorship role of the programs beyond 2008, but pledged to work diligently to ensure the programs found a good home with an agency or other agencies that could maintain the programs and expand with the increasing senior population.

In June 2007, the Garfield County Task Force was formed and met with senior program directors to examine the programs and evaluate alternatives, with a goal of providing a long-term solution for continuation of these programs. The task force looked for outside assistance and hired senior program consultant Sue Bozinovski, Ph.D., supported by the contribution of the communities involved. After various models and plans, Bozinovski and the task force developed a model based on Garfield County administering both the nutrition and the transportation programs, and RSVP senior volunteers continuing under CMC's umbrella for the next couple of years.

Under the components of the plan, each community that desired to participate in these programs was urged to approve and sign an intergovernmental agreement with the county that formalized the proposed plan and guidelines for administration and funding of these programs. Each community would pay a proportional share of costs dependent upon level of service provided.

The administrative function is staffed within the county's Department of Human Services, under the new senior program manager position held by Judy Martin, who oversees the nutrition and transportation programs that are contracted out.

Senior transportation services, commonly known as the Traveler, is operated by RFTA via a contract with Garfield County. The Traveler provides transportation to seniors and disabled adults throughout Garfield County. It provides daily services to seniors in each community countywide for a wide variety of reasons, including doctor appointments, shopping, meals and transportation to nutrition sites.

To make the transition as smooth as possible from Colorado Mountain College, RFTA brought the Traveler's current staff and volunteers over to its Glenwood Springs facility, ensuring that the same level of personal attention and care that was being provided by the Traveler could be maintained. Construction updates

Construction work will continue on the new traffic signal at the intersection of 27th Street and South Grand Avenue. Intermittent lane closures will be required and delays are possible.

Donegan Road Phase II reconstruction has begun. Due to the replacement of utilities and construction of retaining walls above and below the road, it will be closed to through traffic starting Wednesday, July 16, through Aug. 31. The closure is from the east side of Stoneridge Court to the east entrance to Fairview Drive. Access to Cedar Crest Drive is detoured through Sunny Acres Road while the water main and snowmelt system are replaced. Access to the Orchard Lane Town Homes will be from the west end of Donegan Road. Weather permitting, the project should be completed by Sept. 1.
