County parking garage plans yet to take shape

GLENWOOD SPRINGS, Colorado - A specific plan to build a public parking structure to serve the west side of downtown Glenwood Springs is still a ways off.But a question that appears on the April 2 city ballot is a start, Garfield County Manager Andrew Gorgey explained at the Glenwood Springs Chamber Resort Association Issues & Answers Forum on Thursday.Question A on the ballot, which was mailed to city voters earlier this week, seeks permission for the city to sell its share of the existing surface parking lots located in the 700 block of Colorado Avenue.The entire east side of that block is now publicly owned, but is split between Garfield County and the city of Glenwood Springs.The county is interested in buying the city-owned parcels, which could be used to eventually build a multi-level public parking structure, Gorgey said."The city can't authorize the sale of property without a vote of the people," Gorgey explained. "The [ballot] question simply asks whether the city may convey that property, or not."Last year, the county purchased the former Worrell-Durrett building at the corner of Colorado and Eighth Street, along with the adjacent parcel to the north. An auto glass shop that has operated on the site was recently given notice to move. The county plans to add an additional 15-20 surface parking spaces this summer, Gorgey said.As for a larger parking structure, the county in 2009 commissioned conceptual drawings for a two- to three-story parking garage that would include parking for more than 200 vehicles.Those drawings are now outdated and probably not relevant, Gorgey said.But, "in order to get anything done in that area we would need to own the entire block outright," he said.How much of the future parking structure would be available for general public parking is also yet to be determined. Part of the justification for the facility is to accommodate county government and 9th Judicial District court
