Royalty group holds meeting with mineral owners tonight

PARACHUTE — Mineral owners and those receiving royalty payments for oil and gas development are invited to an informational meeting from 6-8 p.m. tonight at the Grand Valley Recreation Center, 0398 Arroyo Drive in Battlement Mesa, to discuss pending ballot initiatives and other proposals related to the industry.

The meeting is being organized by the National Association of Royalty Owners. Michelle Smith, president of the Rocky Mountain chapter of the organization, will lead the discussion.

Topics will include the numerous proposed initiatives that are targeted for the November ballot directed at local control over oil and gas development, and the potential impact on mineral and royalty interests.

Also to be discussed:

• A proposed set of regulations in Garfield County regarding permitting for oil and gas facilities off well-pad sites.

• Whether municipalities or counties can legally ban fracking or place other regulations on mineral development.

• Whether mineral owners are entitled compensation if there’s a ban or moratorium on fracking or drilling.

• Is such action considered an unconstitutional taking of private property rights?
