Josh Cullen is the engineer who oversees bridge quality

Question: Who is responsible for the quality assurance and engineering oversight during construction from the CDOT project team?

Josh Cullen is the project engineer for the Grand Avenue bridge project. His 16-year tenure with the Colorado Department of Transportation has included notable construction projects such as the Snowmass Canyon expansion project (which included six bridges), Highway 82 bus lanes and the Maroon Creek Bridge in Aspen.

As project engineer, Josh is the authorized representative for CDOT in direct charge of the project. Josh works with a team consisting of two engineers, two materials technicians and four construction inspectors, each of whom oversees specific aspects of the project.



As CDOT’s lead representative on the construction management team, his primary focus is to ensure contractual acceptability of the work and compliance with applicable laws and regulations. Quality assurance oversight is one very important piece of ensuring acceptability of the project since it relates to the quality of the end product such as the smoothness of a pavement or long-term performance of a bridge deck.

Having been involved with the bridge project during the planning and design, Josh provided input into the scheduling and cost estimates, and he also reviews the Critical Path Method (CPM) schedule we mentioned in last week’s column.



Josh earned a civil engineering degree from Montana State University, with an emphasis on environmental and water resources. He is a registered professional engineer.
