Carbondale approves $14.3 million budget
CARBONDALE, Colorado – Carbondale trustees on Tuesday unanimously approved a $14.3 million town budget for next year.
The budget includes nearly $5.5 million in general fund expenditures to cover basic town functions.
That amount will be drawn from $9.8 million in available revenue, according to town budget documents, including a nearly $4.7 million fund balance carried over from this and previous years, plus about $5 million in anticipated new revenue.
Town sales and use taxes, which account for about 60 percent of the general fund revenues, are projected to remain flat compared to this year at about $2.9 million.
The 2011 municipal budget also includes separate water and wastewater fund budgets of roughly $1.2 million each, plus another $1.3 million in planned spending from the town’s dedicated recreation sales and use tax fund.
No members of the public offered comments during the mandatory public hearing Tuesday, which is required before the budget can be adopted and mill levies certified.
However, some trustees pointed out that the general fund budget includes roughly $400,000 in unallocated “contingency” funds.
Those funds may be distributed among a variety of internal town projects, such as the upcoming comprehensive plan update, as well as several requests from community organizations and events.
However, trustees wanted to have further discussion on some of those requests after the first of the year. Among the groups and programs scheduled to have work sessions to discuss their funding requests are Mountain Fair, the Carbondale Council on Arts and Humanities concert series, the 5Points Film Festival and the Access Roaring Fork after school programs.
“We have some really hard decisions to make still,” Carbondale Mayor Stacey Bernot said during Tuesday night’s budget hearing. “We aren’t able to do a lot of that feel-good spending that we’ve done in past years.”
