Carbondale residents favoring home rule

Ballot Question 2A in Carbondale, which asked whether the town should move forward in the home-rule process, was winning 215 to 104, or 67 percent to 33 percent, at press time

An accompanying question asked voters to choose nine people (out of a field of 10 candidates) to draft a home rule charter, should Ballot Question 2A pass.

If Question 2A passes, the newly elected home-rule commmission will begin drafting a charter on Nov. 12. The charter will go to a public hearing on Feb. 11, and the home-rule commission must draft a final version by Feb. 25. An election to approve or reject the charter will be held April 8, according to a timeline the trustees released earlier this year.

The leading charter commission candidates at press time were: Fred Williams, Ro Mead, Russ Criswell, Leslie J. Lamont, John Foulkrod, David Rippe, John Hoffman, Debbie Quinn and Gene Schilling. However, tenth-place Randy Schutt trailed the pack by a mere six votes.

Home-rule status gives municipalities a broader range of powers than statutory towns, including greater taxing authority.

The Carbondale Chamber of Commerce has told the trustees that home-rule status would allow residents to enact an accommodation tax on lodging facilities, which could be used to promote tourism.
