CDOT fills Trapani’s position

The acting area program engineer for the Colorado Department of Transportation will be staying in the job.

Joe Elsen, 42, has been named east program engineer for CDOT Region Three.

The east program area includes Garfield, Pitkin, Eagle and Lake counties.



As one of 12 program engineers in the state, Elsen will report to regional transportation director Owen Leonard and supervise a staff of 45 people, including three engineering offices.

Elsen’s duties include planning-level interaction with local officials, involvement in environmental clearances, and oversight of the design and construction of transportation improvements.



Elsen has been serving in the job since the retirement last May of Ralph Trapani. He credited Trapani with recent transportation advances and for creating mentoring opportunities.

Trapani headed up the award-winning Interstate 70 Glenwood Canyon project, which Elsen also worked on from 1983 to 1994.

Elsen has been with CDOT for 18 years in a variety of positions, including surveyor, project engineer and resident engineer. He has a bachelor’s degree in civil and environmental engineering from New York’s Clarkson University, and a master’s in civil engineering from the University of Colorado at Boulder.

He lives in Glenwood Springs with his wife, Damie Kraemer, and 5-month-old son, James.
