Colorado West shutting down its youth program

Colorado West Counseling Services announced Friday it will close its youth program, according to program director Sue Horn.

Located midway between Glenwood Springs and Carbondale, the residential program has provided temporary detention for teens awaiting sentencing in criminal cases, and a transition back into society for youth nearing the end of their sentences.

A drop in funding and the opening of a similar youth corrections facility in Denver, which meant fewer teens using the Glenwood Springs program, led to the closure.

The program was a partnership with Colorado’s Division of Youth Corrections and had been recognized as a model program in the state, Horn said.

Colorado West executive director Ken Stein noted that the agency will continue its working relationship with the Division of Youth Corrections, but will no longer provide residential services for teens.

Losses for the program are expected to top $230,000 in the 2004 budget year.

“Colorado West can no longer afford to sustain that level of economic impact,” said Stein.

In September 2002, the program was expanded to include girls in a separate but similar milieu.

Colorado West will work with the Division of Youth Corrections to transfer the program’s residents to other residential facilities.
