Arrests merely indicate an accusation, and the defendant is presumed innocent unless proven or otherwise pleading guilty in court.)-On July 7, a Glenwood Springs police school resource officer was contacted by a student and informed of a sexual assault on a child having happened when the child was 6 to 7 years old. The case is under investigation. -On July 9, Glenwood Springs police received a report of a person who was possibly driving under the influence of prescription medication. Kelly Brinker, 44, of Carbondale was arrested on suspicion of driving under the influence of drugs and theft. -On July 12, Glenwood Springs police pulled over a driver because one of his vehicle’s headlights was out. The driver, Randall S. Runyan, 40, of Glenwood Springs was arrested on suspicion of drunken driving, driving with a suspended license, DUI per se, no proof of insurance and operating a vehicle with defective headlamps. -On July 12, Glenwood Springs police arrested Racuel Vasquez-Guerra, 36, of Denver on suspicion of drunken driving, DUI per se, no proof of insurance and speeding. -On July 12, Glenwood Springs police arrested James M. Kelley, 43, of Vancouver, Wash., on suspicion of speeding, theft by receiving, possession of marijuana and possession of drug paraphernalia. -On July 13, Glenwood Springs police arrested Luis F. Magana-Manzo, 25, of Mesa, Ariz., on suspicion of drunken driving.
