Grand Avenue Paving Project gets postponed

GLENWOOD SPRINGS, Colorado – The start date for the Grand Avenue Paving Project (GAPP II) has been postponed due to a contract dispute between the Colorado Department of Transportation and the general contractor hired to perform the work.

According to project spokesman Tom Newland, the project was put on hold Friday afternoon, just three days before work was scheduled to begin.

“There were some minor contract issues that needed to be resolved,” Newland said.

Newland indicated that the parties were discussing some language in the contract which delayed issuance of a Notice to Proceed. The contractor, Villalobos Concrete,

cannot begin work without the notice, Newland said.

According to a CDOT press release, a Notice to Proceed for the project cannot be signed in time for the contractor to begin Monday. The Notice to Proceed is a formal document given to the contractor by CDOT once all of the contractual requirements have been met.

No specific start date was given Friday.

“It’s one of those things that could take a couple of days, but it could take a couple of weeks, too,” Newland said.

Newland said that work could begin as soon as Wednesday, and that CDOT wanted to begin as soon as possible because pushing back the project’s start date could also delay the completion date, Newland said.

“If that happens, then we are into the middle of June with the completion of the project,” he said.

City and CDOT officials are hoping to have the project completed before June, when the tourism wave hits the city with full force.

The GAPP II project involves the resurfacing of the asphalt driving lanes to concrete for a half-mile section of Grand Avenue between Sayre Park and 24th Street.
