Housing project on Carbondale’s agenda
CARBONDALE – Town officials could decide the fate of a low-income apartment project called 8th Street Village tonight. The 50-unit apartment, two-building, three-story complex, which is proposed to be built on the west side of Eighth Street across from Cleveland Avenue, would be rented to people who fall within 40-50 percent of the area median income, or AMI. That translates to an income of $12,000 to $31,000 per year for a family of four. The town’s Planning and Zoning Commission recommended denial for the project, but the final decision is up to the Carbondale Board of Trustees. Specifically, the board will look at whether to allow the 2.2-acre parcel to have its zoning changed from industrial to a planned unit development zoning similar to the town’s high-density district. Other issues were the proposed project’s high density and exactly who the project would serve.The project would be built as a federal low-income housing tax credit project and would be deed-restricted for 40 years. Applicant Jonathan Reed, whose Albuquerque, N.M., company is proposing the project, said he feels a low-income apartment complex is sorely needed in Carbondale. But he noted that his project is just the beginning of a solution to the town’s housing crunch, not a final solution. “What we’d like to emphasize is that one project cannot and should not accomplish all of the town’s housing goals,” he said. Reed also insisted that the apartments would be closely monitored for overcrowding. “Audits will be taken,” he said. “We don’t encourage overcrowding; in fact, we don’t allow it.”Reed also said the proposed location is the only suitable parcel in town to build the apartments. “There are no other sites,” he said. Reed guessed that the waiting list for the apartments will exceed 500 people and he said the average cost for each unit will be $170,000. If the town board gives its approval, construction would begin in February and could be completed by Thanksgiving 2005.Also on the agenda, the board will:• Hold an executive session to receive legal advice from the town attorney. • Vote on the consent agenda. • Review a series of liquor license renewal requests.
