Garfield County gives OK to its 2014 budget

SILT — Garfield County commissioners, meeting here on Monday, adopted a $126.8 million county budget for 2014.

The budget reflects estimated operating revenues exceeding expenditures by approximately $7 million, representing a balanced budget for county operations including the general fund.

“Our emphasis is not on overspending,” John Martin, chair of Board of County Commissioners, said in a news release. “We have created a balanced budget that we can all live with.”

The 2014 county operating budget is about 2 percent less than the current year budget, as county department heads and elected officials were asked to trim budgets in light of a $14 million decline in property tax revenues for next year.

Personnel costs were reduced, despite increases in expenses related to health insurance and workers compensation claims, according to the news release. The county’s 485 employees are still in line to receive a 3 percent performance-based pay increase, to be considered for approval in March 2014.

The 2014 budget also includes a $30 million increase in capital expenditures, primarily due to several road and bridge projects and ongoing improvements at the county fairgrounds in Rifle.

Garfield County expects to have a fund balance at the end of 2014 in excess of $103 million.
