Glenwood council hears appeal of dog kennel
Neighbors who have raised concerns about potential noise and other impacts from a proposed dog kennel near their homes and a restaurant on South Grand Avenue are appealing a Glenwood Springs Planning and Zoning Commission decision to approve the project.
City Council is set to hear the appeal and render a decision at the regular council meeting beginning at 7 p.m. today.
At issue is a plan by Dr. Lori Pohm of All Dogs and Cats Veterinary Hospital in Glenwood and her husband, Bob Thorsen, to open a kennel in the former Western Petroleum facility at 2517 S. Grand Ave., next to Rivers Restaurant.
Dog Holliday’s Pet Resort, as they are calling it, would serve primarily overnight and short-term stays, and cater in particular to visitors who need a place to leave their pets while they are checking out area attractions, Pohm indicated at the April 26 P&Z hearing.
Measures are proposed to deal with noise from barking dogs, including limiting outside time to daytime hours only, and dog waste would be removed immediately and disposed of via an outside flush toilet, according to the proposal.
P&Z approved a special use permit the kennel on a 6-1 vote with several conditions designed to deal with those and other impacts. It also said that the permit could be revoked if any nuisance complaints come from adjacent property owners.
Area homeowners association boards, representing some 226 residences on either side of the Roaring Fork River near the proposed kennel site, have opposed the project. A total of 275 residences surround the site, as noted in the appeal filed on behalf of the homeowners by Glenwood Springs attorney Charles Willman.
The chief concern, Willman said in the written appeal, is noise from barking dogs.
“While a kennel operation may be needed by the city’s residents, its location in this sensitive area is not compatible with the neighborhood,” Willman said, adding such facilities are better situated outside city limits.
