Hot Springs Pool and city sorting out post-bridge land swaps
A tentative agreement between the city of Glenwood Springs and the Hot Springs Lodge and Pool related to the Grand Avenue Bridge replacement would hand the lower part of the north landing area for the existing bridge over to the pool.
In turn, the city would retain the “upper bench” along Sixth Street, including an agreement to work with the pool on additional public parking in the north Glenwood area.
Other property encroachment issues in the vicinity would be cleaned up as part of the pending agreement.
“The purpose of this agreement is to address issues raised by the Grand Avenue Bridge Project and to also address ongoing issues related to right-of-way locations in north Glenwood,” according to a memo from City Attorney Karl Hanlon included in the Thursday City Council packet that was posted online Monday.
The landing area for the current bridge, referred to as the Grand Avenue “projection” in the agreement, and related issues have been the subject of ongoing negotiations between the city and pool representatives for several months.
The replacement bridge will follow a new alignment from Grand Avenue south of the Colorado River, curving west to the intersection of Sixth and Laurel north of the river and Interstate 70.
Under the agreement, the city would vacate the old bridge right of way as it passes over the parking area for the Hot Springs. The pool would convey a 100-by-100-foot parcel along Sixth Street to the city.
In addition to cleaning up title to Sixth Street and numerous smaller side streets in the area, the city would provide 25 new public parking spaces in the north Glenwood area both during and after the bridge construction.
The agreement also contemplates the city working with the pool owners to build a future parking garage to serve the area.
The pool agreement is one of several documents before council this week related to the Colorado Department of Transportation’s looming Highway 82/Grand Avenue bridge replacement that is expected to commence early next year.
Other agreements directly involve CDOT, including one related to the city’s pledged $3 million contribution to the estimated $110 million to $115 million project, for which the state is covering $99 million from the Colorado Bridge Enterprise fund.
Local funding has also been pledged by Garfield County, also for $3 million, and by the multi-county Intermountain Transportation Planning Region. That entity agreed to direct another more than $3 million in additional state funding to the Glenwood bridge project.
Another agreement on the table Thursday divvies up responsibility for future maintenance of the new pedestrian bridge and elevator access to Seventh Street, as well as other pedestrian features that are part of the larger bridge project.
Joint city and CDOT use of the bridge and related infrastructure is addressed in the fourth agreement before council on Thursday.
The Hot Pool agreement acknowledges that the city owns several smaller street rights of way in north Glenwood. Some are no longer used and would be vacated by the city under the agreement.
