River Edge development goes to Garfield Planning and Zoning
The current incarnation of development proposals for the old Sanders Ranch site south of Glenwood Springs will be presented to the Garfield County Planning and Zoning Commission at 6:30 p.m. on Wednesday.The latest buyers of the 283-acre ranch, Carbondale Investments LLC, have split the property up into several sections and are proposing to develop one section of 160 acres.The proposal calls for 366 residential units and no more than 30,000 square feet of public or commercial space, according to application documents submitted to Garfield County.Rockwood Shepard of Carbondale, acting as the partnership’s representative, described the proposed planned unit development as “a progressive and environmentally sound clustered residential community,” in a letter accompanying the application.The Sept. 14 hearing is the second time the project was scheduled for presentation to the P&Z. The first, on July 13, was postponed at the developers’ request.Shepard said at the time that the postponement was needed to allow the partners to obtain needed water rights for the project.The property has been the subject of development plans several times in the past, beginning with the Sanders Ranch proposal denied by Garfield County in 2000 after heavy opposition from valley residents.Two of the proposed projects, Bair Chase and Cattle Creek Colorado, ended up on the auction block when the developers went bankrupt.The latest, Cattle Creek Colorado, occurred in late 2009, and was precipitated largely by the financial meltdown of Related WestPac, developer of the Base Village project at Snowmass Village in the upper Roaring Fork Valley.The Cattle Creek Colorado plan called for 1,000 residential units, including 315 single-family homes and a mix of townhouses and apartments, with 30,000 square feet of commercial space, and a school site.Shepard, in a letter to the P&Z, contended that the site offers several benefits, including its placement between Glenwood Springs and Carbondale.”By locating residential development south of Glenwood Springs, rather than down river to the west, traffic will be better balanced during peak periods, thereby reducing congestion across the bridge and through Glenwood Springs,” he wrote.He pointed out in the letter that “nearly 50 percent of (the project) is committed to some form of open space,” and that the housing is clustered to minimize impacts to the site.The P&Z meeting will be held at the commissioners meeting room, 108 Eighth St. in Glenwood Springs.Documents and details of the proposal are available on the Garfield County website, http://www.garfield-county.com, under the Building and Planning firstname.lastname@example.org
