Just two quotes to think about. One from 1903: “Give me your tired, your poor, your huddled masses yearning to breathe free, the wretched refuse of your teaming shore. Send these, the homeless, tempest-tossed to me, I lift my lamp beside the golden door.” The other from 2016: “I will build a wall.”
