Rifle City Council approves annexations on second reading

As expected, Rifle City Council approved the second reading of two land annexations Wednesday evening, formally clearing a substantial hurdle for two projects aimed at meeting two distinct growing needs in the community.

With the approval, Grand River Health and the Rifle Animal Shelter can now move forward with purchasing the parcels. Both needed the land to be brought within the city in order to tap into city infrastructure — which both projects hinged on. Grand River Health closed on its property Oct. 22, and the Rifle Animal Shelter hopes to close on its property by the end of the year.

Grand River requested the annexation of two parcels adjacent to the E. Dene Moore Care Center. The parcels totaling 13.5 acres are planned for a future expansion of the care center, which is currently at capacity and having to turn people away.



The other annexation request from the Rifle Animal Shelter brings nearly 4 acres directly north of Rifle High School into the city’s boundaries. That site would be used for the future construction of a new facility.

The second reading appeared on Council’s consent agenda and was approved without discussion. As was the case with the original vote on Oct. 7, Councilor Annick Pruett recused herself from voting on the Grand River annexation, while Mayor Pro Tem Barb Clifton, a member of the Rifle Animal Shelter board, recused herself from voting on the shelter’s request.
