Store in Glenwood Mall owes customers refunds after incorrectly collecting improvement fees on purchases

Tractor Supply in Glenwood Springs started collecting a Public Improvement Fee in June for the wrong jurisdiction.

Glenwood Springs residents who shopped at Tractor Supply Co. between June and July may have paid an additional fee erroneously added to the store’s system. 

Tractor Supply is a chain selling a variety of agricultural & livestock supplies with a location in the Glenwood Springs Mall. The city of Glenwood Springs recently announced that it had resolved Tractor Supply’s erroneous collection of the city’s Public Improvement Fee (PIF). 

“City staff worked with the local Tractor Supply staff and the Tractor Supply corporate team to resolve this accounting error,” a city news release states. “No monies collected in excess by Tractor Supply will be retained by the city. Refund information or other questions should be directed to Tractor Supply.”



The PIF is a fee of 1.5% collected from sales and transactions in Glenwood Meadows (more specifically, in Glenwood Meadows Metropolitan District Nos. 1 and 3). It is used to finance certain public improvements around it, such as public roads, traffic and safety controls, water and sewer systems, storm water drainage systems, debris flow management systems and landscaping. 

It is strictly a fee and not a tax, meaning it becomes a part of the overall cost of the sale/service and is subject to sales tax. The city itself collects the PIF on behalf of Glenwood Meadows. 



In a statement to the Post Independent, Tractor Supply said that the 1.5% fee was added to purchases at their Glenwood Springs store from the dates of June 20-July 16 “as a result of the system incorrectly mapping the store’s location within a neighboring jurisdiction.” 

Tractor Supply denied the Post Independent’s request to disclose the amount of money collected in fees during this time, but stated that approximately 5,000 transactions were impacted. 

The 1.5% fee, subject to tax, could add an additional cost of $0.14 for a small $9.99 dog toy, or up to $150 for a $10,000 Massimo T-Boss 550 UTV, one of the store’s more expensive items. 

“We apologize for the inconvenience to our customers, and we are committed to refunding those who were charged in error,” Tractor Supply wrote in their statement. 

Tractor Supply said they have worked closely with the city “upon being notified of the issue” and are “in the process of determining impacted customers and our plans to notify the local community.” 

The company said they will use signage in their store to inform customers about the erroneous fee collection and that they will be sending refunds to customers they are able to identify with a mailing address on file, which will take place from August-September. 

The city of Glenwood Springs stated they had resolved the erroneous collection of public improvement fee in a Thursday news release, stating that residents were the ones to alert city staff about the issue. 

“In the interest of transparency and fair public resolution, the city encourages Tractor Supply to make genuine efforts to contact and refund affected customers,” the release stated. 

“We hope that Tractor Supply will be thoughtful in how they choose to handle the excess fee they collected to reflect their stated values of ethics, communication, and accountability,” Glenwood Springs Mayor Ingrid Wussow said in the release.
